Community Action of Laramie County, Inc. (CALC) is a 501(c)(3) non-profit organization serving Laramie, Platte, Lincoln, and Sublette Counties in Wyoming. Since 1968, CALC has been committed to reducing poverty through comprehensive case management and supportive services tailored to clients’ needs, helping individuals and families on their path to self-sufficiency. The organization’s programs span housing, healthcare, in-home services, and economic support initiatives, all rooted in the belief that everyone deserves the opportunity to thrive.

About the Role

The Chief Executive Officer (CEO) serves as the senior executive leader and public face of CALC. Reporting directly to the Board of Directors, the CEO is responsible for ensuring the organization’s operations, programs, and strategies are all aligned with CALC’s mission and values. This role will provide visionary leadership, oversee daily operations, manage resources responsibly, and foster partnerships that advance the organization’s impact across Wyoming, with a particular eye toward rural and frontier communities.

Key Responsibilities

Strategic Leadership & Vision

  • Collaborate with the Board of Directors to refine and implement CALC’s strategic plan.
  • Anticipate trends, identify opportunities, and drive strategic initiatives that ensure sustainable impact.
  • Promote innovation, effectiveness, and continuous improvement across all operations and programs.

Board Engagement

  • Serve as the primary liaison between the Board and organization leadership.
  • Provide timely, accurate, and comprehensive information to support effective Board decision-making.
  • Support Board development, governance best practices, and training initiatives.

Program & Operations Oversight

  • Lead the design, implementation, and evaluation of high-quality programs aligned with community needs and organizational priorities.
  • Ensure CALC meets or exceeds programmatic goals, compliance obligations, and quality standards.
  • Strengthen internal systems for HR, technology, and operational excellence.

Fundraising & Resource Development

  • Develop and execute a diversified fundraising strategy including major gifts, grants, government contracts, and special events.
  • Cultivate relationships with donors, funders, and philanthropic partners.
  • Represent CALC in grant proposals, reports, and stewardship activities.

Financial Management

  • Oversee budgeting, financial planning, cash flow, and fiscal reporting in partnership with the Finance Committee and CFO (or contracted accountant).
  • Ensure fiscal responsibility, transparency, and compliance with nonprofit standards.
  • Monitor financial performance and organizational sustainability.

External Relations & Advocacy

  • Serve as CALC’s chief spokesperson; represent the organization at the local, state, and national levels.
  • Build and strengthen partnerships with public officials, nonprofit coalitions, tribal entities, community leaders, and other stakeholders.
  • Advocate for policies and resources that advance CALC’s mission and the needs of Wyoming’s communities.

Team Leadership & Culture

  • Recruit, develop, and retain a high-performing staff and leadership team.
  • Promote a culture of equity, inclusion, collaboration, and accountability.
  • Support staff development, performance management, and succession planning.

 

Qualifications

Required

  • Bachelor’s degree required; Master’s degree or equivalent experience in nonprofit management, public administration, or a related field preferred.
  • Minimum of 7–10 years of senior leadership experience, ideally in the nonprofit or public sector.
  • Demonstrated success in fundraising and resource development (e.g., major gifts, grants, capital campaigns).
  • Experience managing organizational budgets of at least $1 M+, familiarity with nonprofit accounting and compliance standards.
  • Exceptional leadership, communication, and interpersonal skills.
  • Proven ability to build consensus and motivate teams across diverse stakeholders.
  • Knowledge of Wyoming’s cultural, economic, and policy landscape.

Preferred

  • Experience working in or with rural and frontier communities.
  • Background in a field relevant to CALC’s mission (e.g., conservation, education, public health, social services).
  • Familiarity with Wyoming state nonprofit regulations and grant compliance.
  • Bilingual or multicultural experience is a plus.

 

Physical & Environmental Requirements

  • Ability to work on computers for extended periods.
  • May occasionally need to stand, walk, climb, kneel, or lift up to 25 lbs.
  • Ability to perform duties in both office and community-based settings.

 

Other Requirements

  • Demonstrated compassion and strong communication with staff, clients, and partners.
  • Ability to work independently and manage multiple priorities autonomously.
  • Maintain client confidentiality in accordance with CALC policy and HIPAA mandates.
  • Must submit to and pass a criminal background screening.
  • Must possess a valid state driver’s license and maintain a clean driving record.
  • Must be insurable through CALC’s insurance provider.
  • Must pass all drug and alcohol screenings, including pre-employment testing and random screens, in alignment with CALC’s drug- and alcohol-free environment policies.
