The Wyoming Coalition Against Domestic Violence and Sexual Assault (WCADVSA) is a
social change, non-profit, non-governmental organization that was founded in 1987 to support
the statewide needs of domestic violence and sexual assault (DVSA) programs, their
communities, and survivors across Wyoming. The work of the WCADVSA is guided and
supported by its staff and DVSA membership. Through a collective voice, we are committed to
providing leadership, education, and system advocacy to advance social change and end
violence.

This specifically includes working towards and being able to provide support, training, technical
assistance, resources, etc. through a social change and anti-oppression framework.


Position Summary
The Rural Coordination Specialist (RCS) will provide technical assistance (TA) and training to
rural domestic violence, sexual assault (DVSA) programs and communities. The primary focus
will be on developing Coordinated Community Response Teams (CCRT) and Sexual Assault
Response Teams (SART) with best practice protocols and policies. Emphasis will be placed on
addressing stalking, dating violence, domestic violence, and sexual assault through culturally
responsive and equitable approaches. The RCS will collaborate with various local, state, and
tribal entities, including the Wind River Indian Reservation (WRIR) and the Wyoming Division
of Victim Services (DVS), to enhance community readiness and the involvement of traditionally
underserved populations.

Key Responsibilities


1. Coordinated Community Response Teams (CCRT):
● Provide TA and training to rural DVSA programs and communities on CCRT
development, emphasizing best practices in protocols and policies.
● Focus on enhancing community readiness to address stalking, dating violence, and
domestic violence in rural areas.
● Provide guidance on engaging diverse populations in CCRTs, including individuals with
lived experiences, people with disabilities, people who are Deaf or hard of hearing, and
those with limited English proficiency.


2. Sexual Assault Response Teams (SART):
● Provide TA and training to rural DVSA programs and communities on SART
development, emphasizing best practices in protocols and policies.
● Prioritize readiness for sexual assault response and work with underserved populations to
build culturally humble responses.
● Coordinate efforts with other WCADVSA staff and WRIR partners, such as Eastern
Shoshone Victim Services and Wind River Cares.
● Provide guidance on engaging diverse populations in SARTs, including individuals with
lived experiences, people with disabilities, people who are Deaf or hard of hearing, and
those with limited English proficiency.


3. Medical Forensic Sexual Assault Programming:
● Collaborate with Wyoming forensic nurses, DVS, and other appropriate partners to
expand rural medical forensic sexual assault services.
● Coordinate meetings, training, and support for rural nurses, including SANE (Sexual
Assault Nurse Examiner) training and certification.
● Collaborate with WRIR partners and DVS to support the emerging SANE programming
on the WRIR.


4. Culturally Responsive Programming:
● Incorporate culturally humble and accessible approaches for traditionally underserved
populations in all training and TA efforts.
● Collaborate with other WCADVSA staff to engage with underserved populations,
including Indigenous communities and people with lived experiences.
● Collaborate with partners like the Wyoming Institute for Disabilities (WIND) and the
Wyoming Department of Education Outreach Services for the Deaf and Hard of Hearing
to enhance accessibility.


5. Strategic Planning and Performance Measurement:
● Strategic Planning: Support the development of strategic plans for both the WCADVSA
as a whole and for specific grant initiatives.

● Performance Measurement: Track and evaluate outcomes to inform continuous
improvement in leadership development, organizational capacity, and training efficacy,
while measuring and reporting on performance to ensure the success and sustainability of
rural DVSA initiatives.


6. Collaboration and Representation
● Collaborate with WCADVSA staff to facilitate opportunities at membership and regional
meetings for rural DVSA Directors to share expertise, discuss challenges, and access
training.
● Conference and Council Participation: Represent WCADVSA and rural DVSA needs on
statewide councils and planning committees, focusing on DVSA, dating violence, and
stalking.


Qualifications
● Bachelor’s degree in social work, public health, nonprofit management, public
administration, or a related field. Relevant experience may be substituted for education.
● 3-5 years of experience working in DVSA, community coordination, or similar areas,
with a focus on rural or underserved populations.
● Demonstrate a strong commitment to ending violence and oppression by understanding
the connections between domestic violence, sexual violence, dating violence, stalking,
and the underlying causes rooted in racism and oppression.
● Strong understanding of trauma-informed care and culturally responsive practices.
● Experience providing technical assistance and training to community-based programs.
● Experience in leadership development, trauma-informed care, and culturally responsive
programming.
● Commitment to equity, accessibility, and supporting traditionally underserved
populations.
● Ability to work collaboratively with tribal communities and state agencies.
● Excellent interpersonal, communication, organizational, and problem-solving skills.
● Willingness to travel throughout Wyoming, including rural and tribal areas.
Preferred Qualifications
● Experience working with underserved populations and rural communities.
● Knowledge of forensic nursing, SANE training, and medical forensic programming.
● Familiarity with Wyoming’s legal and social service systems related to DVSA.


Working Conditions
● Regular travel to Wyoming’s rural areas is required, with reimbursement for mileage,
lodging, and meals per WCADVSA policy.
● The RCS may occasionally work outside regular business hours to accommodate
community needs and training schedules.

● A computer, printer, telephone, and other equipment to complete position responsibilities
will be provided. Knowledge about equipment set-up and basic troubleshooting is
important.
