JOB TITLE:   

Business Manager, Wyoming Institute for Disabilities

JOB PURPOSE:

To manage, direct, and supervise the business operations at the Wyoming Institute for Disabilities (WIND). Duties include managing personnel, budgets and financial processes, as well as office activities and services; interpreting, administering, and adhering to federal law outlining the operations of a University Center for Excellence in Developmental Disabilities; maintaining relationships with external funders and partners; and conducting special projects as set forth by the Executive Director. This person works under very limited supervision.

This position is grant funded and considered at-will employment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Business operations. Manage and conduct business operations of WIND; act as liaison to other departments, campus administration, and outside agencies/organizations; review WIND business practices, policies and procedures for efficiency and compliance with applicable rules; participate in long-range planning and general managerial oversight.

· Manage and conduct all accounting procedures for WIND, including accounting for budgets, equipment, supplies, telecommunications, procurement, travel, purchase orders, payments, reconciliation with university systems, and monthly reports to directors/principal investigators.

· Act as liaison with college dean’s office and vendors on accounting issues, with direct budget responsibility and control over budget accounts.

· In collaboration with principal investigators, develop grant and contract proposal budgets, submit proposals, and implement budget and cost accounting for project awards. Make recommendations regarding account expenditures to principal investigators. Assist director(s) and principal investigators with budgetary and fiscal questions. Provide routine budget reports to principal investigators and fiscal accounting reports to project managers.

 

SUPPLEMENTAL FUNCTIONS:

· Provide independent guidance and oversight to faculty, staff, and administration in the development and preparation of proposals, contracts and agreements to include budgets, documentation, and interpretation of funding requirements.

· Evaluate grant budgets for correct calculation of expenditure categories such as salaries, percent of effort, salary adjustment increases, fringe benefits, indirect costs, materials, and equipment.

· Conduct special projects; prepare special reports and studies as directed.

· Responsible for computerized documentation; may perform routine programming.

· May monitor and update fee schedules as directed.

· May act as liaison to departments and campus administration.

REMOTE WORK ELIGIBILITY: 

This position provides vital support to campus customers and requires the successful candidate be available to work on campus.

MINIMUM QUALIFICATIONS:  

Education:  Bachelor’s degree in Accounting, Business Administration, or a related field, or an equivalent combination of education and work experience.

Experience: 2 years work-related experience

Required licensure, certification, registration or other requirements: Valid driver's license with a motor vehicle record (MVR) that is compliant with the University Vehicle Use Policy.

DESIRED QUALIFICATIONS:  

· 4 years work-related experience, especially in organizational procedures and providing supervision to staff and/or student workers;

· Experience with fiscal management of grants, including pre-award budget preparation and proposal submissions;

· Demonstrated strong experience supervising employees.
